Councilman Brandon KING of East Cleveland County City Land Bank Scams Delinquent Property Taxes RIP OFFSubmitted by JohnDoe on Thu, 12/11/2014 - 12:03.
East Cleveland Councilman Brandon King
Although East Cleveland is drowning in debt and close to filing bankruptcy, some of the so called local leaders appear to be taking advantage of the financial crisis. East Cleveland Councilman Brandon King is being referred to as "Brandon LAND King". According to 44112 News, the city's land bank gave some land to the East Cleveland Library; however Brandon King and his family decided they were going to purchase the property for themselves. According to Councilman Brandon King, the family hired Durrah Appraisers to appraise the property at a cost of $600. Councilman Brandon King decided to attend a meeting and demand the repayment of $600 for the appraisal cost, or receive the property that was given to the library. Rather than recuse himself from the meeting considering his elected position and a major conflict of interest, Councilman King made the decision to attend the meeting and represent his family regarding the land bank property.
Councilman King had an attidude with the library representive and members of the public. An elderly man who was a member of the public questioned 'insider knowledge' of a government employee and land bank property. The elderly man who spoke out against the obivious conflict of interest by Councilman King was threatened to be removed from the meeting. The library's representive also stated that the neighboring library never received a notice of the land bank meeting and was notified by concerned citizens. According to 44112NEWS, Councilman King threatened, " He wants the property he has requested or there may be litigation and “You don’t Want That.” City council makes the final recommendation relative to land bank property and Brandon King is a councilman. According to the same source, 44112News , a private party made a bid of $10,000 for another land bank property located in East Cleveland. The private bidder was shut out of the bidding process without notice, and the property located at 15612 OAKHILL ROAD, EAST CLEVELAND, OHIO 44112 (PERMANENT PARCEL NO. 673-27-002) was padlocked by Councilman Brandon King. A resolution by East Cleveland Mayor is scheduled for December 16, 2014 to sell this property to Councilman King for $1,000- significantly less than the $10,000 bid that was offered by a private party. This property's delinquent property taxes in the amount of $31,427.31 were wiped out after the transfer to East Cleveland's land bank. 15612 Oakhill RdEast Cleveland, OH 44112

County records show that Cecil King, Jr., is Councilman King's brother. Cecil King, Jr., also benefited from county land bank property.

County records reflect a $0 sale price. Property taxes were not fully paid by Cecil King, Jr., and are now delinquent.
Just a few months after the land bank property transfer above, Cecil King, Jr., received another property from the county's land bank:

Again, the county's records reflect a $0 sale price. Property taxes are also delinquent for this property.
Despite the county land bank and taxpayer's generosity already given to Councilman King's family, the county decided to give another property to Cecil King, Jr.. This is in total disregard for the county land bank's policy which states that those who owe delinquent property taxes are not able to purchase property from the county's land bank. Apparently this policy does not apply to city council members or their family members.

The property located at 13308 in East Cleveland was previously owned by Councilman Brandon King and Cecil King, Jr. According to public records, the King brothers purchased this property in 2000 and sold it in 2014 to KMG 13308 Euclid. State records reflect that KMG 13308 Euclid, LTD is actually Brandon King in disguise:
During the time the King brothers owned this property, there was also a period of tax delinquency:
Cecil King is connected to OBA Investments- which is also connected to Norman King.

East Cleveland Councilman Brandon King and his numerous family members appear to be ripping off the county for property taxes, yet the county and city land banks keep giving them free or nearly free property.
The above is an example of the King family's numerous real estate scams and does not include all of their real estate transactions.
***** STOP THE INSANITY! **** Quit giving East Cleveland Councilman Brandon King and his family land bank property. The lack of paying property taxes on land bank property received for free or nearly free is a slap in the face of taxpayers. It is against county land bank rules to give / sell property to those that are tax delinquent or have a history of tax delinquency. According to some pissed off East Cleveland residents, they believe that Councilman Brandon LAND King took the low pay, part time council job in order to get inside tips on land bank property. It is unethical for a councilman to make the final decision on who gets what land bank property, especially when the majority of his family is engaged in this practice.

***************************************************************************************************************** Cleveland nonprofit sold homes to employees, a violation of city and federal rules
A tax-financed Cleveland neighborhood development agency sold two homes to relatives of employees, a violation of city and federal conflict-of-interest rules, The Plain Dealer has found.
Westown Community Development Corp. sold one house for $3,000 to the mother of the agency's housing director, who oversees such sales. The daughter of the agency's residential services coordinator also bought another home for $3,000.
The market values of the West Side properties, both selling last year, are unclear.
The Cleveland Law Department has begun a review to determine whether Westown should be penalized for violating the rules and what should be done with the houses.
The U.S. Department of Housing and Urban Development gave Westown and other city-sponsored community development corporations, known as CDCs, the chance last year to take possession of houses whose owners defaulted on federally backed mortgages.
HUD made the offer after being criticized for selling some foreclosed houses to unscrupulous investors.
CDCs accepted nearly 150 houses, all of which HUD valued at less than $20,000. Westown took 14, demolishing one and selling the remainder for $3,000 each.
Under rules established by the city, buyers were required to show that they had the means to make repairs needed to clear housing code violations and make the properties habitable. CDCs have the right to take back the properties if buyers fail to make promised repairs.
HUD rules expressly prohibited employees of the nonprofit agencies and their relatives from buying the homes. In addition, annual contracts that CDCs sign with Cleveland contain explicit language about what constitutes a conflict of interest.

Brandon King - Talks about ethics
The question is whether or not it is proper for this East Cleveland City Councilman to create legislation that allows him to bid and purchase on houses for sale. Ethical or Not?
WATCH the VIDEO here https://www.youtube.com/watch?v=GbGmHucfOfE
EJB on Brandon King
Eric J Brewer:
Here's the story I'm tracking. I was tipped off that agents raided East Cleveland city hall yesterday. They allegedly visited the police department. They allegedly visited the community development department. They allegedly escorted the police chief's secretary, Vanessa Veal, out of the building. She wasn't at work today when chief Michael Cardilli was in her office. We'll see. I'm still checking. City hall was closed yesterday for two hours while employees and the mayor were at an appreciation breakfast.
My source is telling me that documents relative to the Noble Road dump and George Michael Riley's demolition company were sought. If so, Riley's office was raided last year one month before agents raided Cleveland city hall. Rufus Taylor is a former Cleveland employee who just copped a plea deal after the FBI busted him for taking bribes from demolition contractors.
Mayor Brandon King pushed the legislation to give Riley the land for the dump on Noble Road. In fact he and Thomas Wheeler rigged a meeting to let Gary Norton deliver the land to Riley. Norton's alleged former girlfriend told me he was giving her $700 a week cash from a brown bag on a $40,000 a year salary. King was also supposed to be a Riley office regular.
Over $10 million was spent to clean-up the debris. Why isn't the FBI investigating Pete & Pete who dumped over 90 percent of that shit over there knowing damn well the license they held required them to dump at a "landfill?"
To the federal and state prosecutors reading. Check to see if Cardilli, Belinda Kyle and Vanessa Veal are pulling or have pulled damaging information out of their files; and from her personnel file before you arrived. She's supposed to have forged some documents. The entire city government is being run by criminals. King doesn't even live at the address he's listed on his election forms under penalty of election falsification; a 5th degree felony. He lives in Richmond Heights.
There's a swirl of investigative activity that's connected to landfills, dumping, demolition contracts and the Cuyahoga County landbank. Thank you. From the bottom of my heart ... thank you.
From James Rokakis to Gary Norton to Brandon King to Mike Smedley, Norton's bag man, you are witnessing some of the most harmful elements of political society ... ever. Get these rats.
Brandon. There is a paper trail for everything you have done and not done. There is nothing you and your criminal crew can hide. It's the things you haven't done, and even the manipulation of records you thought you were hiding, government is a science you chose not to learn.
You picked the wrong team to join if the allegation is true.

On Tuesday January 6, 2015 - East Cleveland Ohio City Council will vote to give this promised property to Brandon King.
After they turned down a $10 thousand dollar bid from Mr.Fred Ward, City Council will give this $100 thousand + property to one of their own, EC City Councilman Brandon King for ONE Thousand Dollars.
The property that this house is on is worth more than one thousand dollars.
HOWEVER, we are under the impression that the only reason King became a city council person was to buy property and fire sale prices. He has enlisted friend and family to come bid on property such as the last Land Bank meeting where a young lady from the suburbs came to buy several $100 pieces of property.
Since EC City Council will vote YES on Tuesday it is time to open up the curtains to the Brandon King and Family property show. No more hiding, no games let's just call it like is and let everyone know about this cheap property give-away in East Cleveland Ohio.
Sorry Brandon King, but you can't be the only one getting property and way below value so move over and let a few more folks get a good deal like the one you are getting Tuesday. After-all Mr. King, Mayor Gary Norton allegedly promised you first grab at all the good properties

East Cleveland City Council removes property from meeting agenda
East Cleveland City Council has a meeting scheduled this evening, January 6, 2015, and the agenda was supposed to include city council's final decision to sell one of their own city council members (Brandon King) a property owned by the nearly bankrupt city's land bank. The property was supposed to be sold to Councilman Brandon King for $1000- despite a $10,000 offer made by a private citizen.
I doubt that Councilman Brandon King would recuse himself from the final decision to sell himself this property considering he failed to recuse himself and interfered with earlier meetings to discuss his family member's attempt to receive other numerous parcels of land - for pennies on the dollar- from the insolvent city's land bank. Councilman Brandon King also worked on legislation which would approve his purchase of land bank property.
East Cleveland City Council is or was willing to sell this property - for pennies on the dollar- to Councilman Brandon King despite the land bank's generosity already extended several times to Councilman Brandon King's delinquent property tax owing family members.
The land bank is NOT allowed to sell or give taxpayer owned property to those that owe delinquent property taxes on other property. The purpose of the land bank is to keep property out of the hands of irresponsible property owners, which includes property owners that have failed to pay property taxes for many years.
In reality, the land bank is taking property off the market and giving or nearly giving away property to those who are politically connected.
East Cleveland is nearly bankrupt. I am sure the city would benefit more from the private citizen's $10,000 offer for this property versus the councilman's $1000 offer. This is probably part of the reason East Cleveland is insolvent.
This is a conflict of interest created by Councilman Brandon King.
State Auditor Davis Yost is monitoring insolvent East Cleveland, and he will be notified regarding this issue.
